There’s a judgment against them, but it’s very difficult to force someone to pay. The best case is I could try to have their wages garnished and get 8 bucks a month. My family sold some hay to a couple who moved out here recently. They had two horses in their large backyard behind their house. A backyard that also had a swimming pool in it and several dogs running and yapping about. Compare that to our other neighbors who have lived here their whole lives and always had a dog or two.
